Indian students admitted to an Italian university, academy or approved course of more than 90 days pre-enrol on the Universitaly portal and apply for a national type D study visa at VFS Global Italy. The visa fee is EUR 50, the consulate asks for EUR 10,179.85 of funds for the 2026-27 academic year, health insurance and accommodation, and decisions take two to six weeks. Within eight working days of arrival the student files the residence permit kit at a post office (EUR 116.46) and may then work 20 hours a week.

The short version with the price card and checklist is on the Italy student visa route page. This article is the long version: how Universitaly and CIMEA work, what the consulate actually checks, what Italian universities cost, and the reasons files are refused.

Who qualifies for an Italy student visa?

Students holding an admission letter from an Italian university, an AFAM academy of fine arts or music, an ITS technical institute or a Ministry-recognised course lasting more than 90 days, who have completed the Universitaly pre-enrolment that the university validates, and who can show funds, insurance and accommodation. Indian students most often enrol in English-taught master's degrees at Politecnico di Milano, Politecnico di Torino, the University of Bologna, Padua, Sapienza in Rome and the private universities in Milan; engineering, computer science, design, economics and medicine lead the list.

For bachelor's entry Italy requires 12 years of schooling, which the Indian 10+2 satisfies. Indian graduates with a three-year bachelor's apply to two-year master's degrees, and universities request a statement of comparability from CIMEA or a declaration of value (dichiarazione di valore) from the consulate for the degree. English-taught programmes accept IELTS 6.0 to 6.5 or equivalent; Italian-taught programmes need a CILS or CELI certificate at B2.

How does the Universitaly pre-enrolment work?

Every non-EU student applying from abroad completes a pre-enrolment on universitaly.it. You upload the passport, a photo, your qualifications and the admission letter, choose the consulate for your state (New Delhi, Mumbai or Kolkata) and submit the request to the university, which validates it in one to three weeks. The validated pre-enrolment is what unlocks the visa appointment: VFS will not accept a type D study file without the Universitaly summary, and a request validated for the wrong consulate is returned. Universities open the portal in spring and most close pre-enrolment for the September intake by late July, so the sequence is offer, deposit, Universitaly, VFS.

How much does it cost to study in Italy?

Type D study visaEUR 50Paid in INR at VFS; not refunded
VFS Global service feeAbout INR 2,000Per application
Residence permit kit (permesso di soggiorno)EUR 116.46EUR 70.46 permit + EUR 16 stamp + EUR 30 postage

Italy's study visa is one of the cheapest in Europe at EUR 50, and public tuition is set on the ISEE income scale, so a family with modest declared income can pay close to the EUR 900 minimum. Most regions grant DSU scholarships to international students with low family income, which also waive fees and may include a residence place and meals; Invest Your Talent in Italy and university merit waivers add further options. Vistolane charges the EUR 50 fee at the official rate and shows the permit kit and insurance costs separately on the Italy destination page.

What does the consulate check?

Funds. EUR 10,179.85 for the first academic year, the Ministry of Foreign Affairs figure for 2026-27 and 2027-28, shown as a bank balance in the student's or a parent's name, an Indian education loan sanction letter or a scholarship award. A balance built over months reads better than a lump sum deposited before the appointment.

Accommodation. A university residence contract, a registered rental agreement or a host's hospitality declaration for at least the first months.

Insurance and travel. A health policy covering Italy from arrival until SSN registration, and a flight reservation arriving before the course starts.

Qualifications. Marksheets and certificates for the 10th, 12th and degree, the CIMEA statement or declaration of value when requested, and the language certificate. Gaps between the last degree and the new course, or a course unrelated to the previous field, prompt questions, so a one-page study plan helps. The Italy Schengen visa guide explains the general approach Italian officers take to funds and ties; the study file follows the same logic with the university's letters at the centre.

How does the application run?

  1. Accept the offer, pay the deposit and complete the Universitaly pre-enrolment; the university validates it in one to three weeks.
  2. Prepare the file: admission letter, funds of EUR 10,179.85, accommodation, insurance, flight reservation, academic certificates and the CIMEA statement if required.
  3. Book VFS Global Italy and lodge the type D form, photo, passport and biometrics; pay EUR 50 and the VFS fee.
  4. Wait two to six weeks for the decision; the consulate may interview you or request further documents.
  5. Arrive, and within eight working days file the residence permit kit at a Poste Italiane Sportello Amico (EUR 116.46); give fingerprints at the Questura and collect the card one to three months later.

Start the admission process in winter, pre-enrol as soon as the offer arrives and lodge the visa by early July for a September start. The processing times page tracks the current consulate turnaround.

What happens after arrival?

The residence permit for study is renewed each year on proof of enrolment and exam progress, and the post office receipt (ricevuta) allows legal stay and travel to and from India while the card is produced. Students may work 20 hours a week (1,040 hours a year) without a separate permit, register with the national health service for EUR 150 a year and obtain a codice fiscale for a bank account and phone contract. Spouses and children can apply for family cohesion once the student holds a permit of at least one year and shows income, as explained in the Italy family reunification guide.

After graduating, students convert to a 12-month permesso per attesa occupazione to look for work or start a business, and then to a work permit outside the Decreto Flussi quotas when hired, including the EU Blue Card at EUR 36,300 a year; the Italy work visa guide sets out the salary rules. Time on a study permit counts half toward the five years needed for the EU long-term residence permit.

Why are Italy student visas refused, and what fixes each reason?

Funds not shown. Balance below EUR 10,179.85 or a lump sum days before applying. Build the balance over months and add the loan sanction letter or scholarship award.

Pre-enrolment not validated. Universitaly request pending or validated for the wrong consulate. Have the university validate for your state's consulate before booking VFS.

Qualifications doubted. A gap after the last degree or a course unrelated to the previous field. Add a study plan and employment records; request the CIMEA statement early.

Accommodation missing. No proof of where you will live. Attach the residence contract or a host's hospitality declaration.

Insurance invalid. A policy not covering Italy or the whole first period. Buy a policy valid in Italy until SSN registration.
