Family members of an Indian living in Italy on a residence permit of at least one year apply for family reunification (ricongiungimento familiare). The sponsor requests a nulla osta from the Sportello Unico per l'Immigrazione, showing income of about EUR 7,000 a year plus half again for each relative and a housing suitability certificate, and the relative then applies at VFS Global Italy for a type D visa costing EUR 116. The nulla osta is due in 90 days and the visa follows in two to four weeks.
The short version with the price card and checklist is on the Italy family visa route page. This article is the long version: who counts as family, how the income and housing tests are calculated, what the apostille and translation involve, how long the whole chain takes and why requests are refused.
Who qualifies for family reunification in Italy?
The Italy family reunification visa is open to relatives of a sponsor who holds a residence permit valid for at least one year for work, self-employment, study, asylum, family or religious reasons, or an EU long-term residence permit or EU Blue Card. Eligible relatives are:
| Family member | Conditions | Sponsor's extra income | Notes |
|---|---|---|---|
| Spouse aged 18 or over | Marriage valid in India and recognised in Italy; not legally separated | +50 per cent of the social allowance | Registered partners recognised since 2016 |
| Minor children | Under 18, including the spouse's children with the other parent's consent | +50 per cent each; two or more under 14 count as one | Adopted children with a recognised adoption |
| Adult children | Unable to support themselves for serious health reasons | +50 per cent | Medical certification required |
| Parents | Dependent, with no other children in India; or over 65 whose other children cannot support them for health reasons | +50 per cent each | Health insurance or SSN contribution for parents over 65 |
Blue Card holders and researchers may file for their families immediately on arrival; other sponsors wait until their permit has at least a year of validity left or has been renewed. Unlike most of Europe, Italy admits dependent parents, which makes it one of the few options for Indian families who want to bring an elderly parent to live with them.
How are the income and housing tests calculated?
The income test is the annual social allowance (assegno sociale, about EUR 7,000 in 2026) increased by 50 per cent for each family member to be reunited. A worker bringing a spouse therefore needs about EUR 10,500 of gross annual income, a spouse and one child about EUR 14,000, and two or more children under 14 count as a single increment. Income is shown on the CUD or tax return and the last payslips, and the income of family members already living with the sponsor counts toward the total. Self-employed sponsors show the tax return and the VAT position.
The housing test is a certificate of suitability (idoneità alloggiativa) issued by the comune, or an ASL certificate of hygienic and sanitary suitability, for the dwelling named in the request. Each region sets square-metre standards per occupant, so a studio flat will not carry a family of four. The certificate takes one to two months and is the step most often started too late.
Which documents need the apostille?
Indian marriage and birth certificates must be apostilled by the Ministry of External Affairs (India joined the Apostille Convention, so consular legalisation is no longer needed) and translated into Italian by a sworn translator in Italy or legalised by the Italian consulate in India. Medical certificates for dependent adult children and parents, and the other parent's consent for children travelling without them, follow the same route. For marriages celebrated after the sponsor moved to Italy, the consulate may interview both spouses and ask for photographs, travel records and communication logs.
How much does it cost?
| Item | Fee | Notes |
|---|---|---|

Vistolane charges the EUR 116 visa fee per person at the official rate and shows the apostille, translation and permit costs separately on the Italy destination page.
How does the application run?
- Legalise the relationship documents: MEA apostille and sworn Italian translation of marriage and birth certificates, plus medical certificates for dependent adult children or parents.
- The sponsor obtains the housing suitability certificate from the comune or ASL, one to two months.
- The sponsor files the nulla osta request on the Ministry of the Interior portal with the CUD or tax return, payslips, permit and housing certificate; EUR 16 stamp; decision due in 90 days.
- The relative applies for the type D visa at VFS Global Italy with the nulla osta, passport, photo and legalised certificates; pays EUR 116; two to four weeks.
- Within eight days of arrival the family member attends the Sportello Unico, files the residence permit kit at the post office (EUR 116.46) and gives fingerprints at the Questura; work is allowed from the receipt.
How long does it take?
| Stage | Typical time | What happens |
|---|---|---|
| Apostille and translation | 2 to 6 weeks | In India and Italy |
| Housing certificate | 1 to 2 months | Comune or ASL inspection |
| Nulla osta | 90 days by law; 4 to 8 months in Milan and Rome | Sportello Unico decision |
| Visa at VFS | 2 to 4 weeks | Within 6 months of the nulla osta |
| Residence permit | File within 8 days; card in 1 to 3 months | Receipt allows work and travel |
Plan six to twelve months from the first step to arrival, longer in the big cities. The sponsor's own route matters too: a worker who arrived on the Blue Card described in the Italy work visa guide can file immediately, while a student on the route in the Italy student visa guide needs a permit of at least one year and income.
What happens after arrival?
Family permits allow any employment or self-employment from the day the kit receipt is issued and are renewed with the sponsor's; after the spouse has lived in Italy for two years, or the children reach 18, the permit converts to an independent work or study permit. Children attend state schools free, and the whole family registers with the national health service without charge when the sponsor is employed. Residence counts toward the EU long-term residence permit after five years, and the spouse of an Italian citizen can apply for citizenship after two years of marriage and residence with a B1 Italian test; Indian law requires renunciation of Indian citizenship on naturalisation.
Why are Italy family visas refused, and what fixes each reason?
Income below the threshold. The sponsor's declared income is under the social allowance plus 50 per cent per relative. Add cohabiting family income or wait for a full tax year at the required level.
Housing certificate missing or unsuitable. The dwelling is too small for the family under regional standards. Obtain the certificate for a suitable dwelling before filing.
Certificates not legalised. Marriage or birth certificates without the apostille or an Italian translation. Apostille through the MEA and use a sworn translator; Vistolane arranges both.
Relationship doubted. A marriage shortly before the request with little evidence of contact. Attach photographs, travel records and communication logs, and prepare for the consular interview.
Parents not eligible. Other children in India able to support them. Document dependency and the health reasons for every sibling, or use the over-65 route with insurance.
