A Singapore Student's Pass for an Indian student costs SGD 45 at application and SGD 60 on issuance, is applied for on ICA's SOLAR e-Service after the institution registers you, and is decided within one week for universities and polytechnics, two weeks when a visa is required (as it is for Indian nationals), and about four weeks for private education institutions. The In-Principle Approval letter doubles as your entry visa, formalities are completed at ICA after arrival, and the pass runs for the length of the course. Students at approved institutions may work 16 hours a week in term and full time in vacations, and graduates can stay on a one-year Long-Term Visit Pass to find work.
The compact version with the price card and checklist is on the Singapore Student's Pass route page. This is the long version, written around an August intake.
Who qualifies for a Singapore Student's Pass?
Students accepted into an approved full-time course at an Institute of Higher Learning (the six autonomous universities including NUS, NTU and SMU, the five polytechnics, and listed offshore campuses such as INSEAD, ESSEC and SP Jain), a Private Education Institution registered with SkillsFuture Singapore and EduTrust-certified for Student's Pass sponsorship, or a school. Part-time, evening and weekend courses do not qualify, and neither do courses shorter than 30 days, which visitors may attend on a Short-Term Visit Pass.
The institution sponsors the application by registering the student on the Student's Pass Online Application and Registration system (SOLAR) and issuing a registration acknowledgement letter with the SOLAR reference and login. The student then completes e-Form 16, uploads a compliant photo and pays SGD 45. ICA fast-tracks Institutes of Higher Learning; applications from private institutions receive closer screening, which is why they take about four weeks and why the institution's EduTrust status matters so much to Indian applicants.
Holders of a Dependant's Pass or Long-Term Visit Pass can study without a Student's Pass. Students aged 12 and below must submit vaccination records to the Communicable Diseases Agency, and every applicant staying more than six months completes a medical examination for HIV and tuberculosis.
How much does it cost?
| Item | SGD | Notes |
|---|---|---|
| Processing fee (SOLAR e-Form 16) | 45 | Non-refundable; paid at submission |
| Issuance fee | 60 | Paid when the pass is issued after arrival |
| Multiple-journey visa (if issued) | 30 | Allows re-entry during studies |
| Medical examination | About 50 to 100 | HIV and TB screening at a Singapore clinic or approved Indian hospital |
| Security deposit or banker's guarantee | Set by the institution | Some private institutions; refundable |
| MOE Tuition Grant bond | 0 | Three-year work obligation in Singapore if the grant is taken |
Tuition for international students at the public universities runs SGD 20,000 to 60,000 a year before the MOE Tuition Grant, which cuts it sharply in exchange for a three-year bond to work for a Singapore-registered company after graduation. Vistolane charges the SGD 105 government fees at the official rupee rate and shows the institution's charges separately on the Singapore destination page.
How much money must I show?
ICA publishes no funds threshold, but e-Form 16 asks for details of financial support and ICA may request bank statements, a sponsor's income proof or a scholarship letter. Universities suggest budgeting SGD 1,000 to 2,000 a month for living costs on top of tuition; campus housing runs SGD 400 to 1,200 a month and the hawker-centre diet keeps food costs low. Indian education loans are accepted as evidence when the sanction letter is attached, and a parent's salary certificate or business documents cover the sponsor's side. Singapore is simpler than Canada, the UK or Australia on the financial side because there is no fixed sum to park in a bank.
How does the application run?
- Accept the offer and pay the acceptance fee; the institution registers you on SOLAR and sends the registration acknowledgement letter with your SOLAR reference.
- Complete e-Form 16 online: personal, education, employment and family details, financial support, Singapore address and a photo meeting ICA's guidelines; pay SGD 45 by card.
- ICA issues an In-Principle Approval letter within one to two weeks for IHLs or about four weeks for private institutions; the IPA is your entry visa.
- Travel before the IPA expires, complete the medical examination if required and submit the free SG Arrival Card within three days before arrival.
- Book an ICA appointment (or join the institution's bulk session), bring the passport, IPA, medical report and disembarkation details, pay SGD 60 and collect the digital Student's Pass.
How long does it take for an August intake?
| Stage | Typical time |
|---|---|
| Offer to SOLAR registration | 1 to 2 weeks |
| e-Form 16 and payment | 1 day |
| ICA decision | 1 to 2 weeks (IHL); about 4 weeks (private) |
| Travel and formalities | 1 to 2 weeks |
Institutions open SOLAR two to three months before the intake; start in May or June for August and in October for January. The IPA has an expiry date, so travel within it or ask the institution to request an extension before it lapses.
Working, dependants and what comes after
Students at approved institutions may work 16 hours a week during term and full time during vacations without a work pass, under MOM's work pass exemption; students at most private institutions have no work rights. Internships need a Training Employment Pass or Work Holiday Pass where the institution does not arrange them. Spouses and children do not receive dependant status on a Student's Pass. Students who take the MOE Tuition Grant must work three years for a Singapore-registered company after graduation.
Graduates apply to ICA for a one-year Long-Term Visit Pass to look for work, and then move to an Employment Pass (SGD 5,600 minimum in 2026, rising to SGD 6,000 from January 2027) or an S Pass (SGD 3,300) once hired, as the Singapore Employment Pass guide explains. Graduates of the autonomous universities who have lived in Singapore for two years also fit the student PR scheme described in the Singapore PR guide.
Why are Student's Pass applications refused, and what fixes each reason?
Institution or course not approved. A private institution without EduTrust certification or a part-time course. Enrol only in approved full-time courses and check the EduTrust register before paying tuition.
Financial support unclear. No evidence of tuition and living funds, or a sponsor without income proof. Submit statements showing regular funds, the loan sanction letter or scholarship award with the e-Form.
Immigration history. A previous overstay, refused entry or a pass cancelled for breach. Disclose and explain; a stronger institution and complete documents help.
Documents or photo rejected. Missing translations, certificates not matching the passport name or a non-compliant photo. Use notarised translations, align names and follow ICA's photo guidelines.
IPA lapsed. The student did not enter and complete formalities before the IPA expired. Travel within the validity or ask the institution to request an extension before it lapses.
