A Singapore Employment Pass for an Indian professional in 2026 needs a fixed monthly salary of at least SGD 5,600 (SGD 6,200 in financial services, rising with age to about SGD 10,700 at 45) and 40 points on the COMPASS framework; the employer applies on MOM's portal, pays SGD 105 on application and SGD 225 on issuance, and most decisions arrive within 10 business days. Mid-skilled roles use the S Pass from SGD 3,300 under a quota and a SGD 650 monthly levy, and the premium tier is the Overseas Networks and Expertise Pass at SGD 30,000 a month, valid five years. From 1 January 2027 the Employment Pass floor rises to SGD 6,000 and the S Pass floor to SGD 3,600.
The compact version with the price card and checklist is on the Singapore Employment Pass route page. This article compares the three tiers on one page, explains the fees and sets out the rules on changing jobs.
Which Singapore work pass fits an Indian professional?

|---|---|---|---|---|---|
| Employment Pass | SGD 5,600; SGD 6,200 financial services; age-scaled | COMPASS 40 points | None | Up to 2 years, 3 on renewal | Engineers, IT, finance, managers |
| S Pass | SGD 3,300; SGD 3,800 financial services; rises to SGD 4,800 with age | Diploma or technical qualification | 10% (services) or 15% quota; SGD 650 monthly levy | Up to 2 years | Technicians, supervisors, nurses |
| Overseas Networks and Expertise Pass | SGD 30,000 fixed monthly, or outstanding achievement | None | None | 5 years, several employers at once | Senior leaders and top talent |

The Employment Pass is the main route for Indian hires in IT, engineering, finance and management, and it has no cap, lottery or annual window. The S Pass is the mid-skilled tier: cheaper to qualify for, but the employer's quota and the levy make it less attractive and an S Pass holder at the floor cannot sponsor family. The Overseas Networks and Expertise Pass is the premium tier: a five-year pass that lets you work for several employers or start a company, exempt from COMPASS, with a spouse who can work on a Letter of Consent, open to anyone earning SGD 30,000 a month in Singapore or who earned the equivalent abroad in the last year.
How does COMPASS score an Employment Pass?
COMPASS scores an Employment Pass candidate on four foundational criteria, 20 points each for meeting the benchmark and 10 for the middle band: salary against local PMET wages for the sector and age; qualifications, with top-tier institutions scoring highest and unverified degrees scoring zero; the firm's nationality diversity, so a company where one nationality dominates loses points; and the firm's share of local PMETs. Bonus points come from the Shortage Occupation List and strategic economic priority programmes. Forty points pass, and candidates earning SGD 22,500 or more are exempt from COMPASS entirely.
The MOM factsheet of 3 March 2026 confirmed that from 1 January 2027 the Employment Pass floor rises to SGD 6,000 (SGD 6,600 in financial services) and the S Pass floor to SGD 3,600 (SGD 4,000 in finance) for new applications, with renewals following from 2028. Offers close to the 2026 line should be checked against the date the application is lodged. Indian degrees are routinely verified through a background screening company at the employer's cost, and a degree that cannot be verified counts for nothing.
What does the employer pay?
| Item | SGD | Paid by |
|---|---|---|
| Employment Pass application | 105 | Employer |
| Employment Pass issuance | 225 | Employer |
| S Pass application | 105 | Employer |
| S Pass issuance | 100 | Employer |
| Multiple-journey visa (if applicable) | 30 | Employer |
| S Pass foreign worker levy | 650 a month | Employer |
| Degree verification | About 100 to 300 | Employer |
| Medical examination (S Pass and some EP cases) | About 50 to 100 | Employer |
Employers cannot recover pass fees or the levy from workers under the Employment of Foreign Manpower Act, and there is no health surcharge or petition fee of the kind the UK and US charge. Vistolane shows the SGD 330 Employment Pass fees on the price card at the official rate for transparency; employers using Vistolane for business pay them through the workspace.
How does the application run?
- Fair Consideration Framework: the employer posts the job on MyCareersFuture for 14 days unless exempt (salary SGD 22,500 or more, firms with fewer than 10 staff, or intra-company transfers).
- Self-assessment: the employer runs MOM's Self-Assessment Tool for the salary and COMPASS points; Indian degrees go to a screening provider for verification.
- Application: the employer submits passport details, qualifications, the offer and company information on myMOM Portal, pays SGD 105 and receives a decision within about 10 business days (S Pass about three weeks).
- In-Principle Approval: the IPA letter, valid six months, acts as the entry visa; travel, complete any medical examination and the employer requests issuance (SGD 225).
- Card registration: register fingerprints and photo at the Employment Pass Services Centre within two weeks of issuance; the card is delivered in about five working days.
How long does it take from India?
| Stage | Typical time |
|---|---|
| FCF advertisement | 14 days |
| Degree verification | 1 to 2 weeks |
| MOM decision | EP about 10 business days; S Pass about 3 weeks |
| IPA to issuance | Within 6 months |
| Card registration | Within 2 weeks of issuance |
Plan four to eight weeks from signed offer to first day for an Employment Pass, and six to ten weeks for an S Pass that needs quota and medical steps. There is no cap or lottery, which puts Singapore alongside the UAE and Japan as one of the fastest work routes open to Indian applicants, compared with the registration window in the US H-1B visa guide.
Changing jobs, family and settlement
Passes are tied to the employer: a new employer applies for a fresh pass while you are in Singapore, and the old pass is cancelled on the start date; there is no grace period on cancellation beyond the short-term pass ICA grants, so line the new pass up first. Employment Pass holders earning SGD 6,000 sponsor a spouse and children under 21 on Dependant's Passes and parents on Long-Term Visit Passes at SGD 12,000, as the Singapore Dependant's Pass guide explains; dependants need their own pass or a Letter of Consent to work.
Permanent residence under the Professionals, Technical Personnel and Skilled Workers scheme opens after six months of employment, costs SGD 100 and takes about six months, with approvals far more common after two years; the Singapore PR guide covers the factors. Income tax is filed with IRAS each April at resident rates once you spend 183 days in a year, and CPF contributions start only after PR.
Why are Employment Pass applications refused, and what fixes each reason?
Salary or COMPASS below the line. The offer was under SGD 5,600 or the age-adjusted figure, or the firm's diversity and local-share scores pulled the total below 40. Raise the salary, rely on shortage-occupation bonus points, or consider the S Pass for a mid-level role.
Fair Consideration Framework not met. The job was not advertised for 14 days or the employer is on MOM's watchlist. Complete the advertisement or document an exemption; watchlisted firms face longer scrutiny.
Qualification not verified. The screening provider could not confirm the degree, or the institution is not accredited. Provide transcripts and the registrar's contact; unverifiable degrees score zero on COMPASS.
Quota full (S Pass). The employer's S Pass quota is exhausted. Wait for quota to free up or reclassify the role to an Employment Pass if the salary allows.
Adverse record. A previous pass cancelled for breach, an overstay or a criminal record. Disclose and explain with documents; some cases go to additional review.
