Singapore PR for an Indian professional runs through the Professionals, Technical Personnel and Skilled Workers scheme: an Employment Pass, S Pass, ONE Pass or Personalised Employment Pass holder who has worked in Singapore for at least six months applies on ICA's e-PR portal for SGD 100 per applicant, including spouse and children under 21, and ICA decides in about six months. Approved applicants complete formalities within two months and pay SGD 120 for the entry permit, five-year re-entry permit and identity card. ICA publishes no points table; it weighs time in Singapore, salary, qualifications, age, family ties and integration, gives no reasons for rejection and allows a fresh application after six months.

The compact version with the price card and checklist is on the Singapore permanent residence route page. This article explains the schemes, the evidence that moves a file and the obligations that follow approval.

Who qualifies for Singapore PR, and under which scheme?

SchemeWhoMain evidence
PTS (professionals, technical personnel, skilled workers)EP, S Pass, ONE Pass and PEP holders with 6 months or more of work6 months of payslips, IRAS Notices of Assessment, employer letter, qualifications
FamilySpouse and unmarried children under 21 of a citizen or PR; aged parents of citizensMarriage and birth certificates; sponsor's income and tax
StudentStudents resident 2 years or more who passed a national exam (PSLE, GCE N, O or A level) or are in an Integrated ProgrammeSchool records; residence proof
Global Investor ProgrammeInvestment of SGD 10 million or more in a business or fundEDB approval

Indian professionals almost always apply under PTS. The six-month rule is a floor, not a target: ICA's own description of the factors, the length of stay, economic contribution, qualifications, age and family profile, family ties to citizens or PRs, and integration such as community involvement and children in local schools, rewards applicants who have been in Singapore for two years or more, earn well above the Employment Pass floor of SGD 5,600 and apply with family. Applications lodged at exactly six months rarely succeed unless the profile is unusually strong.

What does PR change, and what does it oblige?

PRs live and work in Singapore without a work pass, change jobs freely, buy resale HDB flats after three years with a citizen or PR spouse, and sponsor a spouse and children for PR and parents for Long-Term Visit Passes. The re-entry permit, renewed every five years, must be valid whenever you are outside Singapore; letting it lapse abroad ends PR status, and ICA renews for only one year where ties have weakened.

The obligations are real. CPF contributions start on approval at graduated rates for the first two years (employee 5% rising to 20%, employer 4% rising to 17%) and then at the full rate, which funds housing, healthcare and retirement but reduces take-home pay. Sons who become PRs under 21 through a parent's application are liable for National Service: registration at 16.5, two years of full-time service from 18 and reservist duties after, and renouncing PR to avoid it marks the family's record. Indian citizens remain Indian citizens as PRs; Singapore citizenship after two years as a PR requires renouncing Indian citizenship, since India allows no dual nationality.

How does the application run?

  1. Check eligibility and timing: six months of employment on a qualifying pass, stronger after two years with tax assessments, a stable employer and family in Singapore.
  2. Gather the documents: passport and pass, employer letter with position, salary and start date, six months of payslips, IRAS Notices of Assessment for every year in Singapore, degree and transcripts, and marriage and birth certificates for family, with official translations where needed.
  3. Log into the e-PR portal with Singpass, complete the online form for each applicant, upload the documents and pay SGD 100 each; the portal does not accept late additions.
  4. ICA decides in about six months; check status on the portal. No reasons are given and there is no appeal.
  5. Within two months of approval: medical examination, entry permit (SGD 20), re-entry permit (SGD 50) and identity card (SGD 50) at the ICA Building; sons register for National Service.

How long does it take?

StageTypical time
Qualifying period6 months to 2 years
Documents2 to 4 weeks
ICA decisionAbout 6 months
FormalitiesWithin 2 months of approval

A rejected applicant can reapply after six months. A higher salary on a renewed pass, a new tax year, marriage or a child born in Singapore are the changes that most often turn a second application; reapplying with an identical file rarely does.

After approval

PRs keep the status indefinitely provided the re-entry permit is valid when they travel; ICA renews it for five years for PRs who remain employed and resident. Citizenship by registration opens after two years as a PR on the same factors, with renunciation of Indian citizenship and the option of an OCI card afterwards. Parents can be sponsored for PR under the aged-parent scheme by citizens, and for Long-Term Visit Passes by PRs. A PR who loses a job keeps the status and can take any work, which is the single biggest practical difference from the Employment Pass.

Why are Singapore PR applications refused, and what fixes each reason?

Too early or too short a history. Applied at six months with a single tax year and no family in Singapore. Reapply after two years with Notices of Assessment, a stable employer and family included.

Salary or sector weight. A salary near the pass floor in a sector with ample local supply. Progress in salary and role, or add a Singapore-recognised qualification before reapplying.

Weak ties. No family, no community involvement and frequent long absences. Show integration: children in local schools, volunteering and continuous residence.

Incomplete documents. Missing tax assessments, an unverified degree or untranslated certificates. Upload complete, translated documents; the portal does not accept late additions.

Re-entry permit lapsed (existing PRs). PR lost after staying abroad with an expired permit. Apply afresh under the applicable scheme and keep the permit valid when travelling.

How Vistolane handles it
