Saudi Premium Residency, often called the Saudi green card, gives Indians sponsor-free residence in the Kingdom. The renewable product costs SAR 100,000 a year and the permanent product SAR 800,000 as a one-off payment; the five categories launched in January 2024 (Special Talent, Gifted, Investor, Entrepreneur and Real Estate Owner) cost SAR 4,000 each but carry thresholds: a salary of SAR 35,000 a month for talent (SAR 14,000 in health and science), an investment of SAR 7 million creating 10 jobs, a start-up with SAR 400,000 or SAR 15 million in funding, or property worth SAR 4 million. Holders live, work and change jobs without a sponsor, own property outside Makkah and Madinah, run businesses and bring dependants and parents without the SAR 400 a month levy. Decisions take 30 to 90 days.
The short version with the price card and checklist is on the Saudi Premium Residency route page. This article is the long version: the seven products compared, who qualifies for each, the fees, the rights and exclusions, the application sequence and the reasons files are refused. Indians on employer-sponsored iqamas start from the Saudi work visa and iqama guide.
Who qualifies for Saudi Premium Residency?
Applicants aged 21 or over with a valid passport, a clean criminal record in Saudi Arabia and their home country, a health report free of infectious diseases and proof of financial solvency, who either pay the SAR 100,000 a year or SAR 800,000 fee or meet one of the five category thresholds. Indian applicants fall into three groups: senior professionals already on iqamas who move to Special Talent or Gifted status, business owners and investors using the Investor and Entrepreneur categories, and property buyers under the Real Estate Owner category since Saudi Arabia opened property ownership to foreigners more widely in 2025.
Premium residents sponsor their spouse, children and parents without the dependant levy, and family members hold the same rights except the right to work for the principal's category in some cases. Existing iqama holders convert on approval; applicants abroad receive an entry visa from the Saudi Embassy.
How do the seven Premium Residency products compare?
| Product | Fee | Threshold | Duration |
|---|---|---|---|
| Renewable Premium Residency | SAR 100,000 a year | Solvency, clean record, health report | 1 year, renewable |
| Permanent Premium Residency | SAR 800,000 once | Same | Indefinite |
| Special Talent | SAR 4,000 | Contract at SAR 35,000 a month (SAR 14,000 health and science), 3 years' experience, authority recommendation | 1 to 5 years, renewable; permanent after 3 |
| Gifted | SAR 4,000 | Recognised achievement in culture, sport or arts with authority recommendation | 1 to 5 years, renewable |
| Investor | SAR 4,000 | SAR 7 million invested and 10 Saudi jobs within 2 years | 1 year, then permanent on meeting conditions |
| Entrepreneur | SAR 4,000 | Start-up with SAR 400,000 funding (track 1) or SAR 15 million (track 2) and a licence from Monsha'at or the Ministry of Investment | 1 to 5 years; permanent for track 2 |
| Real Estate Owner | SAR 4,000 | Residential property worth SAR 4 million, unmortgaged, outside Makkah and Madinah | While the property is held |
The Real Estate Owner and Special Talent categories are the most used by Indians: a consultant physician in Riyadh on SAR 40,000 a month, or a Jeddah business family buying a SAR 4 million villa, qualifies for SAR 4,000 instead of SAR 800,000.

What rights does Premium Residency give, and what does it exclude?
Premium residents live in the Kingdom without an employer sponsor, work for any employer or themselves, change jobs freely, own residential and commercial property anywhere except the holy cities of Makkah and Madinah, own and run businesses without a Saudi partner, use the citizen lanes at airports, leave and re-enter without exit visas, sponsor family and domestic workers, and pay no dependant levy. They are exempt from the expatriate fee on their own iqama and may invest in the Saudi stock market as residents.
The status does not give citizenship, voting rights, property in the two holy cities, Hajj outside the resident quota, or access to public-sector jobs reserved for Saudis. Permanent residency can be withdrawn for serious crime, false information or failing to maintain the investment or property that qualified the holder.
How does the application run?
- Choose the product and confirm the threshold: salary contract for talent, investment and job plan for investor, licence and funding for entrepreneur, unmortgaged property valued at SAR 4 million for real estate.
- Gather evidence: passport, iqama if resident, Indian police clearance certificate, Saudi criminal record, health report from an approved clinic, bank statements and tax records for solvency, and the category documents.
- Apply on the Premium Residency Center portal, upload the documents and pay the SAR 4,000 category fee (or the product fee on approval).
- Wait 30 to 90 days; the Center may request an interview or further documents.
- On approval pay the SAR 100,000 or SAR 800,000 where applicable, receive the Premium Residency card and transfer the family; applicants abroad collect an entry visa from the embassy.
How long does it take?
| Stage | Typical time | What happens |
|---|---|---|
| Documents and certificates | 3 to 6 weeks | Indian PCC, health report, valuation |
| Application review | 30 to 90 days | Record, health and financial checks |
| Payment and card | 1 to 2 weeks | After approval |
| Family transfer | 2 to 4 weeks | Dependants added without levy |
| Permanent conversion (talent, investor) | After 3 years or on meeting conditions | Category rules |
Why are Premium Residency applications refused, and what fixes each reason?
Threshold not met. Salary below SAR 35,000, property under SAR 4 million or mortgaged, investment short of SAR 7 million. Wait until the threshold is met or choose the fee-based product.
Solvency not proven. Statements and tax records insufficient for the fee-based products. Provide audited accounts or bank letters covering the fee and living costs.
Criminal record. Convictions in Saudi Arabia or India. Minor offences may be waived with explanation; serious ones bar the application.
Health report issues. Infectious disease listed. Treat and resubmit where allowed.
Documents inconsistent. Names or dates differing between passport, iqama and certificates. Correct the records before applying.
