Saudi Premium Residency for Indian professionals, investors and property owners
Premium Residency, often called the Saudi green card, lets Indian nationals live, work and own property in Saudi Arabia without a sponsor. The Premium Residency Center offers seven products: the renewable residency at SAR 100,000 a year, the permanent residency at SAR 800,000 one-off, and five SAR 4,000 categories introduced in 2024: Special Talent (executives and professionals earning SAR 35,000 a month or more, or healthcare and science specialists), Gifted (arts, culture, sport), Investor (SAR 7 million invested and 10 Saudi jobs within 2 years), Entrepreneur (funding of SAR 400,000 or SAR 15 million by Saudi investors) and Real Estate Owner (property worth SAR 4 million). Holders bring spouses, children and parents without the dependant levy, change jobs freely and run businesses; applications are filed online with a clean record, health report and proof of funds, and decided in 30 to 90 days.

Saudi Arabia premium residency: quick answers
- Who qualifies for Saudi Premium Residency?
- Adults aged 21 or over with a valid passport, a clean criminal record, a health report free of infectious disease and proof of financial solvency, inside or outside the Kingdom. The renewable and permanent products need solvency and the fee; Special Talent needs an employment contract of SAR 35,000 a month or more in an executive role (or SAR 14,000 for healthcare and science specialists with 3 to 5 years of experience) and a recommendation; Investor needs SAR 7 million of investment creating 10 jobs; Entrepreneur needs SAR 400,000 (first track) or SAR 15 million (second track) of investment from a licensed Saudi investor; Real Estate Owner needs residential property worth at least SAR 4 million, fully paid and unmortgaged. Indian residents on an iqama can apply without leaving.
- What does it cost?
- SAR 100,000 (about INR 22 lakh) for each year of the renewable residency, with a 2 per cent cumulative discount per extra year paid in advance; SAR 800,000 (about INR 1.8 crore) once for the permanent residency; and SAR 4,000 for the Special Talent, Gifted, Investor, Entrepreneur and Real Estate Owner products, which are valid for the underlying contract, investment or property and renewed on the same conditions. Dependants (spouse, children, parents) are covered with no dependant levy. The application fee is included; medical reports and criminal record certificates are extra. Vistolane's partner charges the government fee at the official rate.
- How long does it take?
- The Premium Residency Center decides most complete applications within 30 to 90 days, with the SAR 4,000 categories requiring verification of the contract, investment licence or title deed; a conditional approval is followed by payment and the residency card. Applicants outside the Kingdom receive an entry visa to complete biometrics and collect the card.

| Real Estate Owner | SAR 4,000 | Fully paid residential property worth SAR 4 million or more, valued by an accredited valuer | While the property is held |
Indian professionals already in the Kingdom use the Special Talent product most: a general manager or senior engineer on SAR 35,000 a month, or a consultant physician or data scientist on SAR 14,000 with the experience and a recommendation from the Ministry of Health or the relevant body. Business owners with Saudi commercial registrations use the Investor product, and Indian families who bought villas in Riyadh or Jeddah above SAR 4 million use the Real Estate Owner product, which also now admits foreign buyers under the 2025 property ownership law outside Makkah and Madinah.
Premium Residency is not citizenship: holders cannot vote or hold public office, remain foreign for Hajj quotas, and lose the SAR 4,000 category if the contract, investment or property ends without replacement. It does end the sponsorship relationship entirely: holders hold their own residency, employ domestic workers, sponsor family and visitors, and are exempt from the dependant and expatriate levies.

| Payment and card | 1 to 3 weeks | Card issued; dependants added |

Living in Saudi Arabia on Premium Residency
Holders work for any employer or themselves, move between jobs without transfer approvals, own residential and commercial property outside the holy cities, hold commercial registrations, bring spouses, children and parents without the levy, sponsor visit visas for relatives, and enter and leave freely without exit permits. Saudi Arabia levies no income tax; Zakat and corporate tax apply to businesses, and Indian tax residence rules continue to apply to Indian-source income.
Premium Residency does not lead to Saudi citizenship under the current law, which is granted by royal decree in limited cases; Indian holders keep their Indian passport and OCI questions do not arise. Losing the underlying condition of a SAR 4,000 product gives a grace period to switch products or pay the renewable fee.
