Oman's Investor Residency Programme (IRP) gives Indian investors sponsor-free residence in return for a qualifying investment: 5 years for OMR 250,000 or 10 years for OMR 500,000 placed in freehold property within an Integrated Tourism Complex (ITC), the capital of an Omani company or shares listed on the Muscat Stock Exchange, government bonds, or a combination, and held for the residency period. A retiree track admits applicants aged 60 or over with OMR 4,000 a month in income or OMR 150,000 in property. There is no fixed visa fee, only processing and resident card fees set at application and a 3 per cent property registration charge; Invest Oman decides within 2 to 6 weeks of verifying the investment, and the spouse, children and parents are included.

The short version with the price card and checklist is on the Oman investor residency route page. This article is the long version: the two main tracks and the retiree track, which investments qualify, the fees, the rights and conditions, the application sequence and the reasons files are refused. Indians working in Oman on employer sponsorship start from the Oman employment visa guide.

Who qualifies for Oman investor residency?

Applicants aged 21 or over with a valid passport, a clean criminal record in Oman and India, a health certificate and a verified qualifying investment of OMR 250,000 or OMR 500,000, or retirees aged 60 or over with the income or property threshold. Indian applicants fall into three groups: business owners who already hold Omani company shares and want to replace employer or partner sponsorship with their own residency, property buyers in ITC developments such as Al Mouj Muscat, Muscat Bay, Barr Al Jissah, Hawana Salalah and Jebel Sifah, and retired professionals from the Gulf or India choosing Muscat for its climate and proximity to Kerala, Gujarat and Maharashtra.

The investment must be held for the full residency period and is verified by Invest Oman with the Ministry of Housing, the Ministry of Commerce or the Muscat Stock Exchange depository. Family members included in the application receive residency for the same period; working for an Omani employer still requires a labour clearance, but running the investor's own company does not.

How do the tracks and qualifying investments compare?

10-year investor residencyOMR 500,000 in the same asset classes10 years, renewableSpouse, children, parentsPreferred by business owners

ITC freehold property is the most common route for Indian buyers because it combines residency with a rentable asset: a two-bedroom apartment at Al Mouj Muscat sits around OMR 120,000 to 200,000 and villas from OMR 250,000, so one villa or two apartments reach the 5-year threshold. Company capital suits investors with trading or services businesses in Oman's free zones and special economic zones.

What rights does the residency give, and what are the conditions?

Investor residents live in Oman without an employer or local partner sponsor, own and run businesses, hold freehold property in ITCs, enter and leave freely on a multiple-entry basis with no minimum stay, sponsor domestic workers and include their spouse, children and parents without separate investments. They access private healthcare and schools on the same terms as other residents and may open bank accounts and obtain driving licences. The residency does not confer citizenship, voting rights or the right to work for an employer without a labour clearance, and it ends if the investment is sold or falls below the threshold without replacement, if the holder is convicted of a serious offence, or if false information was given. Property can be sold to another qualifying buyer with the residency transferring on verification.

How does the application run?

  1. Choose the track and the asset: ITC property (sale agreement and registration), company capital (incorporation and capital deposit), listed shares or bonds (depository statement), or a combination reaching OMR 250,000 or OMR 500,000; retirees document income or property.
  2. Gather evidence: passport, Indian police clearance certificate, Oman criminal record where resident, health certificate, bank statements showing the source of funds, and the family's attested marriage and birth certificates.
  3. Apply on the Invest Oman portal, upload the investment and personal documents and pay the processing fee.
  4. Invest Oman verifies the investment with the relevant ministry or exchange and decides in 2 to 6 weeks; applicants abroad receive an entry visa.
  5. Complete the medical and fingerprints in Oman and collect the resident cards for the principal and family; maintain the investment for the period and renew before expiry.

Why are Oman investor residency applications refused, and what fixes each reason?

Investment not qualifying. Property outside an ITC, or shares not listed. Buy within an approved ITC or restructure into company capital or listed shares.

Threshold not met. Asset valued below OMR 250,000 after registration. Add a second asset to reach the threshold.

Source of funds unclear. Statements do not show how the money was accumulated. Provide tax returns, sale deeds or audited accounts.

Criminal record or health issue. Convictions or a listed condition. Minor matters may be explained; serious ones bar the application.

Documents inconsistent. Names or dates differing across passport, deeds and certificates. Correct the records before applying.
