A Malaysia Student Pass for an Indian student is applied for through Education Malaysia Global Services (EMGS), the Ministry of Higher Education's one-stop agency: the university or college uploads your offer and documents, EMGS issues an electronic Visa Approval Letter (eVAL) in about 2 to 6 weeks, and the Immigration Department endorses the pass in your passport after arrival. The pass itself costs MYR 60 a year, the single-entry visa with reference MYR 50, and the EMGS package about MYR 1,000 to 1,500 for processing, medical screening, insurance and the iKad. Tuition at Monash Malaysia, Nottingham Malaysia or Taylor's runs MYR 40,000 to 100,000 a year, public universities MYR 20,000 to 40,000, and students may work 20 hours a week in holidays of seven days or more.
The compact version with the price card and checklist is on the Malaysia Student Pass route page. This is the long version, written around a September intake.
Who qualifies for a Malaysia Student Pass?
Anyone holding an unconditional offer for a full-time course from an institution registered with the Ministry of Higher Education or the Ministry of Education: the public universities (Universiti Malaya, UKM, UPM, USM, UTM), private universities such as Taylor's, Sunway, UCSI and Asia Pacific University, the Malaysian campuses of Monash, Nottingham, Heriot-Watt, Southampton and Newcastle, colleges offering twinning degrees and licensed language centres. Indian students are the fifth largest group in Malaysia, concentrated in medicine and dentistry, engineering, computing, business and hospitality, drawn by English-medium degrees recognised in India and fees a third of Australia's.
The student must be 18 or over for tertiary study (school pupils need a guardian), hold a passport valid for at least 18 months, pass the EMGS medical screening in India and again in Malaysia, and meet the institution's English requirement, usually IELTS 5.5 to 6.0 or an equivalent. EMGS also checks that the course is approved for international students and that the institution's quota has not been exceeded; language-centre applications are scrutinised more closely than degree offers.
How much money must I show?
Malaysia has no statutory funds figure for students. The institution must see that the first semester's or year's tuition has been paid or is available, and most ask for a bank statement showing living costs of about MYR 1,500 a month, MYR 18,000 for a year, before they lodge the EMGS application. Education loans from Indian banks are accepted with the sanction letter. Living costs in Kuala Lumpur, Subang Jaya and Cyberjaya are MYR 1,200 to 2,000 a month including hostel accommodation, lower in Penang and Johor Bahru.
How much does it cost?
| Item | Amount | Notes |

| Single-entry visa with reference (Indian nationals) | MYR 50 | At the High Commission or on arrival with the eVAL |
| EMGS processing, medical, iKad, insurance | About MYR 1,000 to 1,500 | Via the institution |
| Pre-arrival medical in India | About INR 3,000 to 5,000 | EMGS-registered clinic |
| Renewal (pass + EMGS) | MYR 60 + about MYR 300 to 500 | Yearly |
| Tuition | MYR 20,000 to 100,000 a year | Paid to the institution |
Vistolane shows the MYR 60 government fee as listed and the EMGS and tuition costs separately on the Malaysia destination page; study consultants run whole intakes through the same workspace.
How does the application run?
- Accept the offer, pay the deposit and submit the EMGS documents to the institution: passport copy (all pages), passport-size photo on a white background, academic certificates and transcripts, English test, the pre-arrival medical report from an EMGS-registered clinic in India and the offer letter.
- The institution lodges the application on the EMGS portal; track it with the application number. EMGS targets 14 working days and most eVALs arrive in two to six weeks.
- EMGS issues the electronic Visa Approval Letter; the institution sends it with arrival instructions.
- Obtain the single-entry visa with reference at the High Commission in New Delhi or the consulates in Mumbai and Chennai (MYR 50, two to five working days), or enter under the exemption with the eVAL where the institution confirms this is accepted; file the Malaysia Digital Arrival Card.
- Within seven days of arrival complete the medical screening at an EMGS panel clinic, submit the passport to the institution, and the Immigration Department endorses the Student Pass within about two weeks; collect the iKad.
How long does it take for a September intake?
| Stage | Typical time |
|---|---|
| Offer and deposit | 2 to 4 weeks |
| EMGS processing | 2 to 6 weeks |
| Visa with reference | 2 to 5 working days |
| Endorsement after arrival | About 2 weeks |
Start three months before the intake in February, July or September; medicine and dentistry with interviews need four to five months. Students who arrive under the 30-day exemption before the eVAL is issued cannot convert inside Malaysia and must leave to collect the visa with reference, so wait for the letter before booking flights.
Working, dependants and what comes after
Students may work up to 20 hours a week during semester breaks and holidays of seven days or more, in restaurants, petrol stations, mini markets and hotels but not as cashiers, singers, masseurs or in other restricted roles, with the institution's and immigration's approval; term-time work is not permitted. Attendance must stay at 80 per cent or more and results are reported to EMGS for the yearly renewal. Postgraduate students may bring a spouse and children on a Dependant Pass, as the Malaysia Dependant Pass guide explains; undergraduates cannot.
Graduates can apply within the pass validity for a Graduate Pass of up to 12 months to look for work, and employers then sponsor an Employment Pass, which from 1 June 2026 needs a salary of MYR 5,000 a month; the Malaysia Employment Pass guide covers the categories. A Student Pass does not count toward permanent residence.
Why are Malaysia Student Passes refused, and what fixes each reason?
Medical screening failed. Tuberculosis, hepatitis B, HIV or other conditions on the EMGS list, found in India or on arrival. Complete the pre-arrival medical at a registered clinic and treat any condition before applying.
Documents incomplete or inconsistent. Missing passport pages, a photo with a coloured background or names differing between certificates. Follow the EMGS photo and document specifications exactly.
Course or institution not approved. A language centre or college without international student approval, or a full quota. Choose institutions listed on the EMGS portal.
Academic gap unexplained. Several years since the last qualification without a reason. Add an explanation with employment records and a study plan.
Previous immigration record. A past overstay or compound in Malaysia. Settle compounds, disclose and let the institution raise it with EMGS first.
How Vistolane handles it
