The Qatar Visa Center system, introduced for Indian recruits in 2019, moved the medical, fingerprinting and contract signature to India so that workers arrive with the terms fixed: the contract you sign at the QVC is the one filed with the Ministry of Labour, and employers may not substitute a lower-paid contract on arrival. Since the 2020 reforms the kafala exit permit is abolished for most workers, a no-objection certificate is no longer needed to change jobs, and the Wage Protection System requires salaries to be paid by bank transfer by the 7th of each month.
Skilled professions need attested qualifications (university, MEA, Qatar Embassy in New Delhi) and, for healthcare, teaching and engineering, licensing by the Ministry of Public Health, the Ministry of Education or the Urban Planning engineering committee. Indian ECR passport holders must have their contract registered on e-Migrate at or above the Indian Embassy's minimum referral wage and obtain emigration clearance; airlines refuse boarding without it.

Nurses and teachers should start professional licensing 2 to 3 months before the visa; the QVC medical is valid for the visa only, and a second medical in Qatar may be required for the QID.
After arrival: rights, job changes, family
Workers hold their own QID and passport (employer retention is illegal), are paid through the Wage Protection System, accrue end-of-service gratuity of 3 weeks' basic salary per year after 1 year, and may change employer by giving 1 month's notice in the first 2 years or 2 months after, with the new employer filing the transfer online. Exit permits are no longer required for most workers; disputes go to the Labour Dispute Settlement Committees, and the Indian Embassy's community welfare wing assists with unpaid wages.
