Oman employment visa and resident card for Indian workers
An Oman work visa begins with the employer's labour clearance from the Ministry of Labour, which checks the Omanisation quota for the profession and charges OMR 201 to 301 per worker for 2 years (30 per cent less for firms meeting Omanisation targets, double for those that do not); the Royal Oman Police then issues the employment visa for OMR 20, and the Indian worker completes a GAMCA medical in India, attestation of the degree for professional titles and, for ECR passports, e-Migrate clearance before flying. The 2-year visa and resident card (OMR 5 a year under Decision 157 of 2025) are employer-paid, the worker must enter within 3 months of issue, and the resident card follows within 30 days of arrival. Plan 3 to 6 weeks from labour clearance to travel.

Oman employment visa and resident card: quick answers
- Who qualifies for an Oman employment visa?
- Any Indian worker aged 21 or over (18 for some categories) with a job offer from an Omani employer that has labour clearance for the profession and nationality, from construction, oil and gas, logistics and hospitality to engineering, healthcare, IT and finance. Professional titles (engineer, accountant, doctor, nurse, teacher) need the degree attested by the MEA and the Oman Embassy in New Delhi, and healthcare workers need a Ministry of Health licence through Prometric and DataFlow. Indian ECR passport holders need e-Migrate emigration clearance and a contract registered by a licensed recruiting agent.
- What does it cost the worker?
- Nothing by law: Oman's Labour Law makes the employer responsible for the labour clearance fee (OMR 201 to 301 per 2 years), the OMR 20 visa, the resident card (OMR 5 a year), the medical in Oman and the ticket, and the Embassy of India in Muscat advises workers to refuse recruitment charges. Workers often advance the GAMCA medical in India (INR 6,000 to 8,000), degree attestation (INR 3,000 to 8,000), the police certificate (INR 500) and e-Migrate costs and should recover them. Vistolane lists the OMR 20 fee and every other charge at the official rate and marks who pays.
- How long does it take from India?
- Labour clearance takes 1 to 3 weeks depending on the Omanisation position, the visa 3 to 7 days after clearance, and the medical, attestation and e-Migrate steps 1 to 3 weeks in parallel, so 3 to 6 weeks is typical; the worker must enter within 3 months of visa issue. The resident card is issued within 30 days of arrival after the local medical and fingerprints.

| Labour clearance | Employer on the Ministry of Labour portal | Omanisation check for the profession; fee OMR 201 to 301 per worker for 2 years | 1 to 3 weeks |
| Employment visa | Employer on the ROP portal | Visa issued against the clearance; OMR 20; valid 3 months to enter | 3 to 7 days |
| GAMCA medical | Worker in India | Approved clinic; certificate valid 3 months | 3 to 7 days |
| Attestation | Worker | Degree attested by the MEA and the Oman Embassy for professional titles; Ministry of Health licensing for healthcare | 1 to 3 weeks |
| e-Migrate | ECR passport holders | Emigration clearance via a licensed agent | 2 to 5 days |

The Ministry of Labour's 2025 fee decision replaced the flat OMR 301 with three bands by profession and a 30 per cent discount for employers meeting Omanisation targets, doubling the fee for those below target, which is why employers in heavily Omanised sectors hire fewer expatriates; the resident card fee fell to OMR 5 a year under Decision 157 of 2025. Since 2021 workers may change employer at the end of a contract or with notice without a no-objection certificate, and the 2023 Labour Law introduced paternity leave, longer maternity leave and clearer termination rules.
Indian ECR passport holders (generally without a Class 10 certificate) need e-Migrate clearance and a contract at or above the Indian Embassy's minimum referral wage for Oman; the Embassy in Muscat and the Indian Social Club assist workers with wage disputes and passport retention complaints, which Omani law prohibits.

Timeline for an Indian hire
| Stage | Typical time | What happens |

| Visa | 3 to 7 days | ROP portal |
| Medical, attestation, e-Migrate | 1 to 3 weeks | In parallel |

Workers keep their passports, are paid through the Wage Protection System, accrue end-of-service gratuity (replaced by a savings fund for new contracts under the 2023 reforms) and may change employer with a new labour clearance at the end of the contract or with notice. Disputes go to the Ministry of Labour's welfare department and the courts; the Indian Embassy's labour wing assists. Resident cards are renewed with the 2-year contract.
Workers earning OMR 300 a month or more sponsor spouses and children on the family joining visa (OMR 20 each), covered on the Oman family route page, and long-term residents or business owners can move to the Investor Residency Programme on the Oman investor page.
