Netherlands orientation year permit for Indian graduates

The orientation year (zoekjaar hoogopgeleiden) gives Indian graduates twelve months in the Netherlands with free access to the labour market, no sponsor and no income test at application: EUR 254 in 2026, open within three years of completing a Dutch bachelor's, master's or PhD, or a master's or PhD at a foreign university ranked in the top 200 of the Times Higher Education, QS or Shanghai rankings (overall or in the subject), with IELTS 6.0 or an English-taught degree. Graduates in India apply through the embassy for the MVV; graduates already in the Netherlands switch from the student permit. Anyone hired during the year moves to the highly skilled migrant permit at the reduced salary of EUR 3,122 a month.

Netherlands orientation year for highly educated persons: quick answers

Who qualifies for the orientation year?
Graduates who, within the three years before applying, completed an accredited bachelor's or master's in the Netherlands, a Dutch PhD or a post-master's programme of at least ten months, an Erasmus Mundus joint master's, or a master's, post-master's or PhD at a designated foreign institution: one ranked in the top 200 of the THE, QS or ARWU overall or subject rankings at graduation. Indian graduates of IITs, IISc, IIMs and other institutions in those rankings qualify, with IELTS 6.0 (or TOEFL iBT 83, Cambridge C1 or a degree taught fully in English) and a passport valid for the year.
What does it cost?
EUR 254 for the IND application in 2026, whether filed from India with the MVV or in the Netherlands as a change of purpose; there is no income requirement at application, no sponsor fee and no embassy charge. Applicants need to support themselves, Dutch health insurance once they start work (about EUR 150 a month) and a tuberculosis test (free). Moving to the highly skilled migrant permit afterwards costs the employer EUR 423.
How long does it take from India?
The IND must decide within 90 days and most orientation year files take two to six weeks; applications from the Netherlands by recent graduates are often decided in two to three weeks. The embassy in New Delhi issues the MVV within about ten days of approval, and the applicant must enter within 90 days of the sticker. Apply two to three months before the planned move, and no later than three years after graduating.

The IND maintains a list of designated foreign institutions drawn from the three rankings; an Indian master's or PhD from an institution in the top 200 overall, or in the top 200 of the subject ranking matching the degree, qualifies, which covers the IITs in engineering, IISc, several IIMs and a growing number of central universities. Graduates prove the degree with the certificate and transcript (apostilled where asked), the ranking position in the graduation year and an English test unless the programme was taught in English.

The orientation year is not a job offer visa: holders may work for any employer, do paid internships, freelance or start a company with no salary test and no sponsor. Its value is the reduced highly skilled migrant threshold afterwards, EUR 3,122 a month in 2026 rather than EUR 4,357 or EUR 5,942, available for a highly skilled migrant application made during the orientation year or within three years of graduating. The permit cannot be extended and is granted once per qualifying degree.

After arrival: finding work, the reduced threshold and the long term

Orientation year holders work for any employer without a permit, including part-time roles, internships and freelance work, and may bring a partner and children under the family rules with the family income norm. The permit lasts twelve months and cannot be extended; before it ends, a recognised sponsor files the highly skilled migrant application at the reduced threshold of EUR 3,122 a month (2026), after which the normal thresholds apply from the next extension once the three years from graduation have passed.

Time on the orientation year counts toward the five years for permanent residence and citizenship, and holders who later meet the 30 per cent ruling's conditions can claim it when they move to the highly skilled migrant permit. Graduates who leave the Netherlands without finding work can reapply only with a new qualifying degree.

Why applications on this route get refused, and the fix

Institution not designated

University outside the top 200 of all three rankings and the subject lists.

The fix. Check the IND list and subject rankings for the graduation year; a Dutch master's opens the route regardless.

Degree level too low

Bachelor's from a foreign university.

The fix. Only master's, post-master's and PhDs qualify from abroad; a Dutch bachelor's qualifies.

Outside the three-year window

Application after the third anniversary of graduation.

The fix. Apply before the deadline; a later degree restarts the window.

English not evidenced

No test and no proof of an English-taught programme.

The fix. Take IELTS or TOEFL, or obtain the university's medium-of-instruction letter.

Second orientation year

Already held one for the same degree.

The fix. A new qualifying degree is required.
