Irish citizenship by naturalisation and long-term residence for Indian residents
Indian residents of Ireland apply for citizenship by naturalisation after 5 years of reckonable residence in the last 9 (1,825 days, with the final year continuous and a 70-day absence allowance), or after 3 years of marriage and residence as the spouse of an Irish citizen. Reckonable residence counts time on Stamp 1, 1G, 3, 4 and 5 but not Stamp 2 student time, the application fee is EUR 175, the certificate fee on approval is EUR 950 (EUR 200 for minors), and the Department aims to decide most online applications within 12 months. Critical Skills workers typically reach Stamp 4 after 2 years and citizenship after 5; a separate long-term residency permission (Stamp 4, 5 years) exists for permit holders who are not yet ready to naturalise. Ireland allows dual citizenship; India does not.

Ireland long-term residence and citizenship by naturalisation: quick answers
- Who qualifies for Irish citizenship by naturalisation?
- Adults with 5 years of reckonable residence in the 9 years before applying, including 365 continuous days immediately before the application date, of good character and intending to live in Ireland; spouses and civil partners of Irish citizens qualify after 3 years of residence and 3 years of marriage. Since 2024 the rules allow 70 days of absence in the final year (plus up to 30 more for exceptional reasons). Time on Stamp 2 (student) and periods without permission do not count; Stamp 1G graduate time counts in full since the 2023 clarification. Children born in Ireland to a parent with 3 years of reckonable residence are citizens at birth.
- What does it cost?
- EUR 175 to apply (non-refundable, EUR 175 for each applicant including minors), and EUR 950 for the certificate of naturalisation on approval (EUR 200 for a minor, free for refugees and stateless persons), paid before the citizenship ceremony. Add e-vetting (free), an Indian police certificate if required and the Irish passport (EUR 75). The long-term residency permission costs EUR 500 on approval. Vistolane's partner charges the government fees at the official rate and shows its service separately.
- How long does it take?
- Most online applications are decided within 12 months, and the median in 2025 was under 8 months after the Department's move to digital processing; complex files, missing documents or unresolved absences take longer. Ceremonies run several times a year and the certificate is issued at the ceremony, after which the Irish passport takes 4 to 8 weeks.

Counting reckonable residence, and the long-term residency alternative
| Permission | Counts toward naturalisation | Notes |
|---|---|---|
| Stamp 1 (employment permit holder) | Yes | Full credit |
| Stamp 1G (graduate or Critical Skills spouse) | Yes | Full credit since 2023 |
| Stamp 2 (student) | No | Student time is excluded |
| Stamp 3 (dependant, no work) | Yes | Full credit |
| Stamp 4 (long-term, Critical Skills after 2 years, spouse of citizen) | Yes | Full credit |
| Stamp 5 (without condition as to time) | Yes | After 8 years of residence |
| Periods without permission or on a short stay C visa | No | Gaps reset nothing but do not count |
The Department calculates residence from IRP cards and registration records, so keep every card and renew on time; a late renewal creates a gap. The year before applying must be continuous residence with no more than 70 days outside Ireland (100 with exceptional reasons), and the applicant must intend to live in Ireland after naturalisation. Good character is assessed through Garda vetting and a full declaration of all offences, including motoring fines, with undeclared matters a common reason for refusal.
Workers who are not ready to naturalise can apply for long-term residency after 5 years on employment permits (Stamp 1 or 4), receiving a 5-year Stamp 4 for EUR 500, with no employment permit needed and the right to sponsor family; and after 8 years of residence a Stamp 5 'without condition as to time'. Critical Skills holders already move to Stamp 4 after 2 years, so the long-term residency route mainly serves General Employment Permit holders.

How the application runs, step by step
- 1
Check the residence count
Add up IRP periods on Stamps 1, 1G, 3, 4 and 5; confirm 1,825 days in the last 9 years and a continuous final year with 70 days or fewer abroad.
- 2
Gather identity and character evidence
Passport, IRP cards, proof of address for each year (Revenue, utilities), e-vetting, declaration of offences; marriage certificate for the spouse route.
- 3
Apply online and pay EUR 175
Upload documents on the Immigration Service portal; a scorecard helps assemble proof of residence.
- 4
Decision within about 12 months
Respond to any request for documents; pay EUR 950 on approval.
- 5
Attend the ceremony and apply for the passport
Oath of fidelity; certificate issued on the day; renounce Indian citizenship and apply for OCI.
Timeline for an Indian worker
| Stage | Typical time | What happens |
|---|---|---|
| Arrival on an employment permit | Year 0 | Stamp 1 |
| Stamp 4 (Critical Skills) | After 2 years | Any employment |
| Eligibility | After 5 years of reckonable residence | 3 years for spouses of Irish citizens |
| Decision | Within about 12 months | Median under 8 months in 2025 |
| Ceremony and passport | 1 to 3 months after approval | Passport in 4 to 8 weeks |
A worker arriving on a Critical Skills Employment Permit in 2026 can usually apply in 2031 and hold an Irish passport in 2032; student years before the permit do not shorten the wait.
After naturalisation: passport, India and travel
New citizens apply for an Irish passport, vote in all elections and may live and work in the UK under the Common Travel Area and in any EU state under free movement, with Irish citizenship passing to children born abroad when registered. Ireland imposes no language test, no citizenship test and no residence requirement after the ceremony beyond the stated intention to reside.
India does not allow dual citizenship: the Indian passport must be surrendered through the Indian Embassy in Dublin with a renunciation certificate, after which the Overseas Citizen of India card gives lifelong visa-free travel to India and most residence rights except voting, public office and agricultural land purchase. Plan the renunciation before booking travel to India on the new passport.

Why applications on this route get refused, and the fix
Residence shortfall
Stamp 2 years counted or gaps between IRP cards.
The fix. Recount with only qualifying stamps; wait until 1,825 days are reached.
Final year not continuous
More than 70 days abroad in the year before applying.
The fix. Delay the application until a continuous year with fewer absences is complete.
Character concerns
Undeclared convictions or fines.
The fix. Declare everything with context; minor matters rarely refuse on their own.
Insufficient proof of residence
Years without documentary evidence.
The fix. Use the scorecard: Revenue, bank, tenancy and medical records for each year.
Intention to reside doubted
Applicant living mostly abroad or planning to move.
The fix. Show employment, housing and family life in Ireland.
