The UAE Golden Visa costs AED 2,800 (~$762) in government fees and processes in 3–5 working days. At the other extreme, Saudi Arabia's Premium Residency requires SAR 100,000 (~$26,667) annually. Across four programmes — UAE, Portugal, Saudi Arabia and Spain — minimum investment thresholds, tax treatment and onward travel rights differ sharply. Here is what Indian passport holders need to know before choosing.

What is a golden visa and who qualifies?

A golden visa — more formally called a residency-by-investment or investor residency permit — grants long-term legal residence in a country in exchange for a qualifying investment, property purchase, or capital transfer. Unlike work permits, golden visas are not tied to an employer.

For Indian passport holders, the core appeal is threefold:

  • Travel access. European golden visas (Portugal, Spain) unlock Schengen-area free movement across 27 countries.
  • Tax planning. Some jurisdictions offer no personal income tax (UAE) or territorial tax regimes.
  • Path to citizenship. Portugal and Spain allow naturalisation after five years of residency, subject to absence limits and language tests.

Eligibility thresholds, minimum stay requirements and qualifying investment types vary considerably. Always verify current thresholds on the official programme page before committing funds, as investment minimums are subject to change by regulation.

UAE Golden Visa: fast, tax-free, business-friendly

The UAE Golden Visa is a 10-year renewable residence permit issued by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). The AED 2,800 (~$762) government issuance fee is among the lowest of any major investor-residency programme globally.

Who qualifies? Broad categories include:

  • Real estate investors (check the current minimum property value on the ICP portal)
  • Entrepreneurs and start-up founders
  • Specialised talents (doctors, scientists, engineers, artists)
  • Executives and senior employees meeting a salary threshold (verify the current figure with ICP)
  • Outstanding students

Key advantages for Indian applicants:

  • No personal income tax in the UAE
  • Sponsor family members (spouse, children, domestic staff) on the same visa
  • No minimum stay requirement to maintain the visa
  • Proximity to India: direct flights under 3 hours from major Indian cities

Processing runs 3–5 working days at the e-visa stage. Biometric enrolment in-country and Emirates ID issuance add time after arrival. See our United Arab Emirates visa guide for the full application walkthrough.

Portugal Golden Visa 2026: still alive, but changed

Portugal's Golden Residence Permit Programme (ARI) has undergone significant legislative changes since 2023. As of 2026, direct residential property purchase in mainland Portugal no longer qualifies as an investment route. Qualifying routes now centre on:

  • Investment funds or venture capital funds (check the current minimum with SEF/AIMA)
  • Job creation
  • Capital transfer to scientific research or cultural heritage
  • Real estate in interior regions and the Azores/Madeira (verify current eligibility status)

The EUR 90 (~$103) government fee covers the initial visa application stage. Separate permit fees, legal fees and fund management charges add materially to the total cost — check the official Portuguese visa portal for the current fee schedule.

Why Portugal still attracts Indians in 2026:

  • Schengen free movement from day one of holding the visa
  • Minimum physical presence of just 7 days per year (first year) to maintain the permit — one of the lowest globally
  • Eligibility for Portuguese citizenship after 5 years, which confers EU citizenship
  • NHR (Non-Habitual Resident) tax regime for those who become tax residents (verify current NHR rules as they changed in 2024)

Saudi Arabia Premium Residency: high cost, GCC access

Saudi Arabia's Premium Residency Permit (PRP) is the Gulf's most expensive investor residency by annual fee: SAR 100,000 (~$26,667) per year for the annual renewable option. A lifetime option also exists — check the Saudi Premium Residency Centre for its current fee, as figures are set by royal decree and subject to revision.

Processing is exceptionally fast at 1–3 days, making it the quickest of the four programmes compared here.

What the Premium Residency gives you:

  • Right to live, work and own business in Saudi Arabia without a Saudi sponsor
  • Property ownership rights in designated areas
  • Access to government services on par with Saudi nationals in many categories
  • A GCC base for business across the wider region

Limitations to weigh:

  • No path to Saudi citizenship under current rules
  • No Schengen or EU travel benefit
  • Annual renewal cost is significant; model this over a 5–10 year horizon
  • Saudi Arabia has no personal income tax, which is an advantage

Spain Golden Visa: Schengen access at lower entry cost

Spain's Investor Visa (colloquially its golden visa) grants a one-year entry visa, convertible to a two-year residence permit renewable in three-year blocks. The government fee at the visa stage is EUR 80 (~$92), verified in September 2026.

Like Portugal, Spain announced plans to restrict or abolish the real estate route for golden visas; verify the current qualifying investment types directly on the Spanish consular portal before planning any investment, as policy continues to evolve.

Spain's main draws:

  • Schengen-area free movement
  • No minimum stay requirement to keep the visa (though staying longer accelerates the citizenship timeline)
  • Spanish citizenship possible after 10 years of legal residence (or 2 years for nationals of Latin American countries — not applicable to Indians)
  • Spain's non-dom tax regime (Beckham Law) may benefit high earners who become tax residents

Which golden visa is right for an Indian passport holder?

The right choice depends on your primary objective:

If you want speed and tax efficiency — UAE. AED 2,800 in fees, 3–5 day processing, zero income tax, no mandatory stay.

If you want EU citizenship eventually — Portugal or Spain. Both offer a Schengen lifestyle and a route to EU passports, though investment minimums are higher in real terms once legal and fund fees are included.

If you want GCC business access — Saudi Premium Residency. High annual cost but the fastest processing and the most expansive work and ownership rights in the Kingdom.

If you hold other visas — consider how a second residency interacts with your existing status. For example, holding UAE residence alongside a UK visa requires careful management of day-count rules. See our naturalisation absence limits guide if you are also pursuing citizenship elsewhere.

What documents will you need across all four programmes?

Whilst document lists differ by programme, most golden visa applications require:

  • Valid passport (typically 6 months' validity beyond intended stay)
  • Proof of qualifying investment (sale agreement, fund subscription, bank transfer receipts)
  • Source-of-funds documentation (bank statements, tax returns, salary slips)
  • Health insurance valid in the destination country
  • Clean criminal record certificate (apostilled for European programmes)
  • Medical fitness certificate (UAE and Saudi Arabia)
  • Passport-sized photographs to local specification

Always download the current checklist from the official portal, as lists are updated without notice.

How to start your application

  1. Confirm your qualifying investment via the official programme portal before transferring funds.
  2. Engage a licensed local lawyer or regulated immigration adviser in the destination country — this is not optional for fund-based routes.
  3. Gather source-of-funds documents early; these cause the most delays.
  4. Apply for the entry visa (Portugal and Spain require a visa before the in-country permit stage; UAE and Saudi Arabia handle the full process through their own digital portals).
  5. Complete biometrics in-country.
  6. Collect your residence card or permit.
